The purpose of the Civil Air Patrol Inspector General System is, in part, to create an independent and objective system that:
Resolves problems affecting the Civil Air Patrol mission promptly and objectively.
Creates an atmosphere of trust in which issues can be objectively and fully resolved without retaliation or the fear of reprisal.
Ensures the existence of responsive complaint and inspection programs characterized by objectivity, integrity, and impartiality.
Ensures the concerns of Civil Air Patrol members and the best interests of the Civil Air Patrol are addressed through objective fact-finding.
Educates Civil Air Patrol members and commanders regarding the privileges of and protection for those contacting an inspector general.
Ensures Inspectors General, Inspector General staff members, and investigating officers are trained to conduct thorough, unbiased investigations and inspections based on fair and objective fact-finding.

Effective on receipt, I am informing you of the new regulatory changes to the CAPR 123-1 and CAPR 123-3 regarding the CAP IG program brought about by the Statement of Work (SOW) for Civil Air Patrol, 1 October 2001.

The SOW requires that CAP operate an IG program similar to the Air Force program described in the 90 series of AF Publications. This same SOW specifies ways to safe guard members who report fraud, waste, and abuse. It is my intent to tell you how these new regulations and the over-arching SOW will be implemented in Wisconsin Wing.
Point 1:
No level of command can take retaliatory or reprisal actions against any member who contacts the WIIG. Conversely, the WIIG must manage and safeguard a complaint program for the Wing. The purpose of which is to prevent, detect and correct any fraud, waste, mismanagement or deficiency, cadet protection issue, abuse of authority, to include protection against reprisal and retaliation of any person using the WIIG. ( CAPR 123-1,Para. 3.d.1)
Point 2:
The WIIG works for the WICC and serves a term of office as determined by the WICC. The WICC will see that the WIIG attends the National CAP-USAF IG College within the first year of appointment. The SOW specifies that Wing fund an IG program. Conversely, the WIIG will notify National IG whenever a complaint is filed against the WICC. Such complaints will NOT be handled by WIIG, but sent up to Region IG or higher. (CAPR 123-1, Para. 3 et al)
Point 3:
The WIIG will develop and manage a subordinate unit inspection program. The regulation does not allow a self-inspection program to substitute for a compliance inspection, but can use a self-inspection program to guide a unit. The publishing of a subordinate unit inspection guide originates with the National IG, and can be modified for local use by the Wing (CAPR 123-3, Para. 10)
Point 4:
The WIIG can train persons to assist in the functions assigned by training assistant WIIGs, and as needed, investigating officers. All unit inspectors are subordinate to the WIIG. The WIIG is a command position answerable directly to the WICC, as well as Region and National Inspectors. (CAPR 123-1, Para. 3. a.b.c.d, 1-7). The short notice inspection program (CAPR 60-2) is not an IG function.
Point 5:
The WIIG will act as a central repository of all inspection reports and serve to safeguard and protect all reports of investigation conducted within the Wing. (CAPR 123-1, 3.d.7)
Point 6:
The WIIG needs to see that all complaints are handled at the lowest level practicable. Individual identities and other safeguards to privacy must be maintained. All investigations must be properly documented. NO reports of investigation will be kept in a person's personnel file, but filed, sealed, properly labeled and kept under lock and key, IAW CAPR 10-2, Table 5, Rule 4. WIIG must publish the IG program to all membership in the Wing. This will be done through correspondence, conferences, staff meetings, commander's calls, and unit visits.
